Resumen
Public policies in Mexico are deeply affected by the current global situation of financial uncertainty, which, in turn, generates great pressure on the investment decisions of the different Public Administrations. This is particularly evident in the case of actions to promote public - private linkage, specific to the relationship between public research and the private sector (industry), which are strongly influenced by the business cycle.
